1951- , 예천 출신, 본관은 영양, 70년 서울 신일고, 77년 서울대 원예학과 졸업, 80년 동 행정대학원 행정학과 석사(碩士), 90년 동 대학원 행정학 박사(行政學博士)이다.
77년 대한해운공사(大韓海運公社), 80년 한국행정연구소, 82년 한국방송통신대 조교(助敎), 84년 호서대(湖西大) 행정학과 부교수, 93년 동 도서관장, 96년 동 교수협의회장, 동 사회과학대 법정학부 행정학전공 교수(현), 동 행정대학원 원장이다.
저서로 <조직학(組織學)의 주요 이론(異論, 共著)>, <새 행정학> 등이 있다.

[초록] : The legitimacy of norms and its enforcers is important. Because it cements all layers of society and individuals. But we Koreans are confronted with serious lack of social and individual compliances. To overcome the adversity, we should explicate through which nodes in social relations flow legitimacy./ In this regard the writer is going to model nodes through which legitimacy flows./ First, the Weberian, field theorists'''', and institutionalists'''' approach to legitimacy will be introduced./ Second, the three approach will be modulated by the writer''''s view points./ Third, The three approach will be compromised and synthesized to a model how an individual comply legitimated norms.(daum 2009)

[초록] : This study explores the relationship between leadership style(Bass`s style) and organizational commitment among "the local public officials". Data for this research came from 274 public officials(193 males, 81females) working in local governments in Korea(Asan/Chonan city). The analysis of this study shows that transformational leadership has influenced normative and affective commitment, but management-by-experts has positively effected continuance commitment.(daum 2009)
