[초록] : Our country's agricultural conditions and situations are getting worse. Agricultural district's hardship is more and more getting worse due to WTO new round and Free Trade Agreement, and feeling uneasiness all over rural community with these increasing like an agricultural imported products pouring into our country, and agricultural competitiveness problems appearing seriously, the problem of distribution order, the problem of administration system, and so on with those problems make progressing slower our country's agricultural development. Agricultural improvement is very important agenda because agriculture is consist of the basis other industry development and national competitiveness. And so I think the improvement of satisfaction index system agricultural public service who work for and play a role of changing agricultural technology and farmer's knowledge and attitude on the front spot of agriculture is the shortest way to progress agricultural guidance program effectively, and further it is very important for agricultural advance and development.

  1n this view of my research, I survey the job satisfaction index who in charge of agricultural district guidance program and their main purpose is to improve welfare uplift and increasing income of the resident rural community. And I intend to propose the improving plan about the primary factor dissatisfaction index, and I research and survey the factor job satisfaction index which divide into two part motive factor and sanitary factor by questionnaire based on F. Herzberg's 2 factor theory which population 143 guidance public service who work for Agriculture Technology Center is located in Yeongju city, Andong city, Bonghwagun, Yecheongun of northern area Kyungbuk province, and due to results of this analysis and then so produced these result - as follows,/ The job satisfaction index who work for Agricultural Technology center is, especially satisfaction index about motive factor, high comparatively exception of feeling social approval, promotion, the ability of development, on the contrary, the satisfaction of sanitary factor is comparatively low, and to improve the job satisfaction of guidance public service, first of all, it should focus on in the side of taking the measure thoughtful policy consideration about the sanitary factor. Then so I proposed an improving plans of job satisfaction agricultural guidance public service work for Agriculture Technology center are - as follows./ And first,

  increasing the promotion opportunity 2 ranking system which divided into Jidosa(guidance low-ranking public service) and Jidogwan(guidance senior public service) convert into multi-ranking system, and must strengthen elevate balance and objectivity with enforcing and mending promotion system with adopting promotion system centering on working evaluation and promotion exams at the same time./ And taking the measure careful national policy consideration should focus on in order to work with pride and accomplishment as a guidance public service, and elevating social approval about guidance public service and agricultural district guidance program. And should keeping up the stability, durability of guidance program through legalizing policy object and driving method in the side of national policy which drifting the course and method in lots every local government, and have to reinforce guidance function to mend law and system which is able to carry out agricultural guidance program independently with limiting general administration task assistance from high ranking authority./ Also it needs intensifying and readjusting not to have disadvantage comparing with other general clerical worker at least with changing from 2 ranking single pay system to multi-stage pay system./ With this economic assistance to pay guidance allowance and the modernization guidance equipment to advance guidance program effectively, and must concentrating on working conditions./ Through followings, such as - consultation about troubles, Tea-time, dialogue effort and sports event, unity event, hobby and association of like-minded persons, should maintain friendly human relations senior official, colleague, in the office./ Finally, in conclusion, in order to improve job satisfaction index of guidance public service work for Agricultural Guidance Center, to elevate social approval and accomplishment about guidance public service and a rural community guidance program and reinforce internal competitiveness with intensifying legal promotion and pay system and improvement of human relations, and should have an opportunity readjustment of the course and method about rural community guidance program in accordance with the radical change of agricultural situations, and also when guidance public service do carry out a professional rural community program with an incessant creative effort, and a right value and certain public service consciousness and loyalty in the final, and so the job satisfaction index will be higher, agriculture and a rural community is able to improve and develop all the more, better and better./

  공문성 : 國史館論叢 第16輯 > 竹嶺路와 그 부근 嶺路嶺邊의 古城地 調査硏究 > Ⅱ. 竹嶺路의 古城址 > 2. 貢文城의 現狀 1) 位置와 地形 : 貢文城은 현 행정구역으로는 丹陽郡 大崗面 斗音里의 두솔마을에 속하며, 龍夫院里와 堂洞里와의 사이에 솟은 해발 384.5m인 성재에 있다.

  이 성재라는 이름은 현행 1:50,000축척 지형도에 의하면 남쪽의 두솔마을(등골)에서 북으로 당동리로 넘는 고개이름이기도 하며, 이 고개 서쪽에 있는 성터를 포함한다. 丹陽에서 竹嶺으로 가는 큰 길이 大崗國民學校가 있는 곳에서 長林橋를 건너 길을 나누어 남하하여 低首峙로 통하며, 또한 伐嶺방면으로는 서로 피티재로 통하게 되어 있다. 다시 말하여 慶尙道의 榮州·豊基에서 竹嶺을 넘어 丹陽에 이르는 교통로와, 역시 慶尙道의 醴泉에서 低首峙를 넘어 丹陽에 이르는 교통로가 만나는 지점에 위치하고 있다. 뿐만 아니라 聞慶郡 東魯面에서 伐嶺을 넘어 丹陽에 이르는 길에서 피티재를 동으로 넘어 서서도 이곳을 지나게 되어 있는 교통상의 요지를 점하고 있다. 북쪽·동쪽·서쪽에 川流가 흐르고, 남동으로 山塊에 접한 지형적 조건은 赤城山城과 너무나도 흡사하며, 뿐만 아니라 남쪽에 두솔마을이 있고 동북으로 낮아지는 계곡과 성터남쪽과 북으로 두세 겹의 자연사면으로 이루어진 高位臺地 혹은 高位平坦面이 존재하는 점에서도 赤城山城의 지형조건과 너무나도 흡사함을 알 수 있다. 두솔마을에서 동북으로 城下까지 승용차로 올라갈 수 있으며, 두솔마을 동북으로 올라가서 高位平坦面에는 石灰岩盤이 드러나고 家屋터가 남아 있다. 두솔마을은 당초 이곳의 高位平坦面에 있었다가 좀더 底位地로 내려온 것 뿐이라 여겨지며 東方으로 형성된 山의 斜面과 東北方向의 골짜기가 평탄한 田地로 段狀을 이루었고, 이러한 지형은 北方에도 전개되어 전반적인 지형조건이 赤城山城과 너무나 흡사하다./ 2) 성벽의 구조 : 남북방향에서 약간 북동―남서방향으로 기울어진 산등성이가 있어서 남서쪽이 높고 북동쪽으로 점차 낮아지다가 다시 조금 높아진 다음 낮아지는 鞍部가 있다. 성벽은 384.5m의 남서쪽 정상부에서 동북의 鞍部를 포함하여 길다란 타원형으로 축조되었던 것인데, 남북의 長軸길이는 성벽의 內側壁을 기준하여 280m, 동서폭은 85m이다. 성벽을 쌓았던 石材는 대부분 무너지고 북동쪽의 內外夾築部分의 內壁面이 약 40m쯤 형적을 남기고 있을 뿐이다. 門址의 위치는 赤城山城과 거의 동일한 위치인 남벽의 중앙에서 西로 치우친 지점이다. 성벽을 남기고 있는 일부분 외에는 성벽이 모두 바깥쪽으로 무너졌으며, 그 무너진 상태의 石材들을 보면 10m 정도의 폭을 이루고 있어서 전체적으로 석축되었던 것임을 알 수 있으나, 특히 石材가 높이 남아 있는 곳은 門址左右, 남서쪽 모서리, 서쪽 모서리, 동북쪽 모서리 등으로 대략 성 밖으로 능선을 이룬 부분이 유난히 많은 석재가 있다. 石材들은 石灰岩·花?岩 등 다양한 割石들이며, 이곳에서도 赤城山城과 같이 人頭大에서 그보다 큰 냇자갈이 매우 많이 눈에 띄고 있어서, 割石으로 축조된 성벽 위에 커다란 냇자갈들이 얹혀 있었음을 추측할 수 있다. 성내 정상부는 石灰岩塊가 드러난 부분이 있으나 平坦面이 조성되었고 東端으로 좁게 鞍部가 된 北東성벽은 전면 內外夾築으로 안쪽에 段을 이룬 基壇部가 형성되어 있어서 赤城山城과 동일한 plan에 의해 축조된 것임을 보여준다. 성벽은 안쪽의 山塊를 削土하여 石築外壁의 內側을 메운 內托部가 폭 5?15m로 성벽 안쪽을 따라 돌아가고 있는 바, 이러한 구조 역시 赤城山城과 동일한 것이다./ 3) 성내·외의 遺物狀 : 貢文城의 內部와 성의 바깥쪽 남서쪽 비탈에 걸쳐 瓦片과 土器片이 산재하여 있는데, 瓦片과 土器片의 양상은 赤城山城과 같은 것도 있으나 보다 특색이 있어 보이므로, 좀더 자세히 설명하기로 하겠다.

  공문편안(公文編案(醴泉)) [古文書] : 1898년(광무 2)에 예천 군수가 발급한 관문서(官文書)로, 재질은 종이(紙), 크기는 가로 19.5cm, 세로 30cm, 조흥금융박물관에 소장(유물번호 조흥금융 280909)되어 있다.(國家文化遺産綜合情報서비스 2004)
